国家文化数字化战略背景下公共图书馆数字包容服务探析

摘　　要：公共图书馆数字包容服务作为面向弱势群体和困难群体开展的公共数字文化服务的重要组成部分,是推动国家文化数字化战略向边缘群体延伸、扩大数字发展成果惠及范围的有力抓手。《关于推进实施国家文化数字化战略的意见》明确提出要“加强面向困难群体的公共数字文化服务”,为公共图书馆数字包容服务提供了战略指引和行动指南。系统梳理国内外相关文献,在分析国家文化数字化战略时代价值、任务导向与推进策略的基础上,深入阐述公共图书馆数字包容服务的价值逻辑,基于资源、技术、受众、评估等向度解析公共图书馆数字包容服务的重点任务,并循此提供推动公共图书馆数字包容服务转型的实践进路,期冀为推进国家文化数字化战略走深走实、助力数字包容社会建设贡献力量。As an important part of public digital cultural services for vulnerable groups and difficult groups,digital inclusion services of public libraries are a powerful grasp to promote the national cultural digitalization strategy to extend to marginal groups and expand the benefits of digital development.The Opinions on Promoting the Implementation of the National Cultural Digitalization Strategy clearly proposes to“strengthen public digital cultural services for difficult groups”,providing strategic guidance and action guide for digital inclusion services of public libraries.The paper systematically sorts out of relevant literature at home and abroad,analyzes the value,task orientation and promotion strategy of the national cultural digitalization strategy,expounds the value logic of digital inclusion services of public libraries,and discusses the key tasks of digital inclusion services of public libraries based on resources,technology,audience,evaluation and other dimensions.And accordingly,the practical approach to promote the transformation of digital inclusion services of public libraries is provided,hoping to contribute to the promotion of the national cultural digitalization strategy and the construction of digital inclusion society.
