摘　　要：人工智能运用于我国社会公共行政管理创新方面具有提升社会公共治理的效率,提升行政管理决策的科学性,优化行政管理的流程,降低公共管理的时间和经济成本,预警突发公共事件,减少应急管理的损失等优势。当前人工智能已经应用于我国社会公共生活、政府公共决策、社会经济管理、社会教育管理等多个层面。人工智能运用于我国社会公共行政管理创新的同时,也带来了一些风险和挑战,这主要表现在法律责任、行政伦理、大数据应用、复合型人才匮乏以及数据安全和隐私泄露等方面。今后,我国应完善面向智能行政场景的法律责任制度,健全技术伦理道德体系,加强大数据应用的科学性和规范性,加强数据安全和隐私保护力度,并通过“政、企、校”三方共同推进人工智能复合型人才的培养。The application of artificial intelligence in the innovation of social public administration management in China has advantages such as improving the efficiency of social public governance,enhancing the scientificity of administrative decision-making,optimizing the process of administrative management,reducing the time and economic costs of public management,warning of sudden public events,and reducing the losses of emergency management.Currently,artificial intelligence has been applied to multiple levels in China,including social and public life,government public decision-making,socio-economic management,and social education management.The application of artificial intelligence in the innovation of social public administration management in China has also brought some risks and challenges,mainly manifested in legal responsibility,administrative ethics,big data application,shortage of composite talents,and data security and privacy leakage.In the future,China should improve the legal responsibility system for intelligent administrative scenarios,establish a sound technical ethics and moral system,strengthen the scientific and normative nature of big data applications,strengthen data security and privacy protection,and jointly promote the cultivation of composite talents in artificial intelligence through the three parties of government,enterprise,and school.
