关于效率与公平的几个理论问题

摘　　要：在认识效率与公平的思维方式上,要转变在分配问题上的实体性思维,全面认识效率与公平的复合关系,适应价值分配内容完善价值分配体系。在研究效率与公平的价值观和方法论上,要明确效率与公平的基本问题,在社会结构中研究效率与公平,实现多学科研究方法的汇通与融合,确立每个人的主体地位和评价标准。在效率与公平的制度建构上,要深刻理解马克思在“生产资料的共同占有的基础上,重新建立个人所有制”。要创新制度机制,认真总结和提升公有制企业和民营企业改革实践的典型经验,把每个人作为价值主体落到实处,为效率与公平的价值平衡提供制度保障。When it comes to the thinking mode of recognizing efficiency and fairness,the shift of the substantive thinking on distribution issues,the comprehensive cognition of the compound correlation between efficiency and fairness,the adaptation to the content of value distribution,and the perfection of the value distribution system are necessary.In researching the values and methodology of efficiency and fairness,the clarification of the basic issues of fficiency and fairness,the study of efficiency and fairness in the social structure,the realization of the convergence and integration of interdisciplinary research methods,and the establishment of the subject status and evaluation standards of each person are required.Regarding institutional guarantee for efficiency and fairness,the re-establishment of individual ownership is necessary on the basis of profoundly understanding Marx's theory of"shared ownership of means of production",Additionally,the institutional mechanisms should be innovated,and the typical experiences of reform practices in public and private enterprises should be carefully summarized and improved,enabling everyone to become a value subject,as well as providing institutional guarantees to balance efficiency and fairness.
