摘　　要：由于入盟时间晚且国家实力不足,中东欧成员国往往在欧洲一体化进程中扮演“政策下载者”,即“追随者”角色,其政策诉求和利益诉求常被欧盟所忽视。俄乌冲突使中东欧成员国在欧盟的影响力获得提升,其在欧盟中的角色定位也随之发生调整。在俄乌冲突中,中东欧成员国积极推动欧盟出台对俄制裁政策。同时,塑造“俄罗斯威胁”的话语叙事与“反俄”立场,使“去俄化”与欧盟“去风险化”的利益诉求相重合,助推欧盟的经济战略泛安全化。此外,中东欧成员国在安全领域所采取的政策,也使以法国为首的国家所推动的“现实版”战略自主被弱化。俄乌冲突使中东欧成员国将其政策偏好上传至欧盟层面的意愿和能力获得强化。中东欧成员国从俄乌冲突爆发前欧盟政策的“追随者”逐渐变为欧盟制定对俄政策的“引领者”。然而这一角色能持续多久,仍待观察。Because of late accession to the EU and limited national strength,Central and Eastern European member states often play the role of"policy downloaders"or"followers"in the European integration process,in which their interests and policy demands are often ignored.The conflict between Russia and Ukraine has increased the influence of these countries in the EU,and their roles in the EU have also been adjusted accordingly.In the conflict,Central and Eastern European member states actively pushed the EU to impose sanctions against Russia.At the same time,they strived to shape the discourse narrative of the"Russian threat",associate"de-russification"with the EU's"de-risking"and promote the pan-securitization of EU's economic strategy.In addition,the policies adopted by these countries in the security field have also weakened EU's strategic autonomy promoted by countries like France.The conflict between Russia and Ukraine has strengthened the willingness and ability of Central and Eastern European member states to upload their policy preferences to the EU level.They have gradually transformed from"followers"to"leaders"in formulating EU policies towards Russia.But whether they could continue to play this role remains to be seen.
