深中肯綮:彭树智先生对美国霸权主义的批判

摘　　要：彭树智先生是我国成就卓越的史学大家。他在提出并深入论证“文明交往论”的同时,对美国在国际上横行霸道、动辄使用武力、破坏文明交往规则的霸权主义行径进行了深刻批判,并指出:美国在政治、经济、军事和文化领域推行霸权主义,在国际交往中必然会遇到越来越严峻的挑战,动摇美利坚帝国大厦的根基;美国发动阿富汗战争不仅仅是对塔利班政权的报复,更多的是为了在中东中亚的霸权利益,阿富汗战争是美国的“悲歌”;美国发动伊拉克战争旨在控制中东石油资源,直接控制英、法、德、日等国的经济命脉,间接制约中国的发展;伊拉克战争是美利坚帝国由盛转衰的标志性事件,美国文明出现了危机;美国文明是西方文明的典范和缩影,西方文明已身染沉疴。同时,彭树智先生也为美国和西方国家指明了尊重各国国情、民情,去掉救世主和霸权的架势,帮助发展中国家发展经济等与各国交往的文明之道。Professor Peng Shuzhi is an outstanding historian in China.While he put for-ward and demonstrated the theory of“Civilized Communication”,he also criticized the he-gemony actions of the Unites States in the world,such as using the military forces and destro-ying the orders of civilized communication.He pointed out that the American prevailing hege-monism in the field of politics,economy,military and culture would be inevitably up against growing challenges in international relations,and shake the foundations of the American em-pire;the war in Afghanistan waged by the U.S.was not only a revenge against the Taliban regime,but also for the hegemonic interests in the Middle East and Central Asia.He also pointed out that the purpose of the war in Iraq was to control the oil resources in the Middle East that directly control economic arteries of Britain,France,Germany,Japan and indi-rectly restrict the development of China.And the Iraq War was a turning point of the United States from prosperity to decline which brings the crisis of American civilization.In Peng’s view,American civilization is the model and epitome of western civilization,and western civilization has been infected with long-term illness.At the same time,he also pointed the civilized way for the U.S.and western countries to respect the national conditions of all coun-tries,eliminate the idea of Messiah and hegemony,and help developing countries develop their economies and so on.
