高校教育基建项目前期管理水平评价体系构建研究

摘　　要：基础设施建设是高校建设的重要组成部分,建设工程项目前期管理是高校基础设施建设的核心构成。文章通过对项目前期管理立项、设计、招投标、融资四个阶段进行分析,尝试性提出高校教育基建项目前期管理水平评价体系的构建思路,选取相关的影响因子建立评价指标体系,并采用专家打分法和层次分析法对各项指标赋权,最后以某宿舍楼项目前期管理水平作为评价指标体系实例进行论证。研究结果表明:立项阶段在项目前期管理中具有决定性的作用,招投标阶段则权重较低。期望通过指标评价体系构建提高高校教育基建项目的前期管理水平,为经济建设发展主管部门进行项目资源分配提供参考。Infrastructure construction is an important part of university construction,and the preliminary management of construction projects is the core component of university infrastructure construction.Based on the analysis on the four stages of pre-project management,such as project establishment,design,bidding and financing,this paper tries to put forward the construction idea of the evaluation system for the pre-project management of university education infrastructure projects,selects relevant influencing factors to establish the evaluation index system,and uses expert scoring method and analytic hierarchy process to give weight to each index.Finally,it takes the pre-project management of a dormitory as an example to demonstrate the application of the evaluation index system.The research results show that the project establishment stage plays a decisive role in the pre-project management,and the bidding stage has a low weight.It is expected to improve the pre-management of educational infrastructure projects in colleges and universities through the construction of an index evaluation system,and to provide a reference for the competent departments of economic construction and development to allocate project resources.
