摘 要:坝坡稳定对土石坝安全至关重要,现行规范规定应对坝高200 m及以上的高坝坝坡抗滑稳定设计安全判据进行专门研究.现行土石坝设计规范采用安全系数作为土石坝坝坡稳定的安全判据,难以合理地考虑土石坝堆石料强度参数等不确定性因素的影响,亟需发展对应的可靠度设计方法.可靠度设计中采用目标可靠度作为安全判据,因此研究高土石坝的目标可靠度是发展可靠度设计方法的重要前提.广义可靠指标相对安全率搭建了确定性设计安全判据和可靠度设计安全判据之间的桥梁,本文将广义可靠指标相对安全率应用于超过200 m高土石坝坝坡稳定安全判据研究,验证高土石坝坝坡稳定确定性设计与可靠度设计安全判据之间的等价关系,并提出了软岩土石坝和硬岩土石坝坝坡稳定可靠度控制标准.结果发现,《水利水电工程结构可靠性设计统一标准》(GB50199-2013)中规定的硬岩堆石坝的目标可靠度符合所标定目标可靠度要求,建议提高软岩堆石坝的目标可靠度.The slope stability of rockfill dam is important to the safety of dam.Current codes specify that the slope stability of high dams with the height above 200 m should be studied as special cases.Safety factor is used as the safety criterion of rockfill dam slope stability in current dam design codes.It is difficult to reasonably consider the influence of uncertain factors such as strength parameters of rockfill materials,and it is urgent to develop the corresponding reliability-based design(RBD)method.Target reliability is used as the safety criterion in RBD.Therefore,the study of target reliability of high rockfill dams is an important prerequisite for the development of RBD.Generalized reliability ratio of safety margin(RRSM)provides a useful tool to bridge design criteria of deterministic design method and reliability-based design.In this paper,the generalized RRSM is applied to the safety criterion of slope stability of over 200 m high rockfill dam to verify the equivalence of safety criterion between deterministic design and RBD of high rockfill dam,and the target reliability levels of slope stability of hard and soft rock rockfill dams are studied,respectively.Results show that the target reliability of hard rock rockfill dam specified in the“Unified Standard of for Reliability Design of Hydraulic Engineering Structures”(SL 50199-2013)meets the requirements of the calibrated target reliability level,but it is suggested to use a higher target reliability level of soft rock rockfill dam.
