摘　　要：为完善中欧班列的制度保障和法制保障,文章列出包括国际运输规则、现有法律体系和立法以及执法方面存在的问题,基于中欧班列的运营环境和现状,分析这些问题的深层次原因;针对中欧班列的法制问题,从完善立法、强化执法、公正司法和加强宣传等方面进行探讨;并对中欧班列健全法制建设的未来进行展望。本研究可为中欧班列法制建设和制度保障提供参考。To improve the institutional and legal protection of the China-Europe Railway Express,this article lists the problems that exist in international transportation rules,existing legal systems,legislation and law enforcement,and analyzes the underlying reasons for these problems based on the operating environment and current situation of the China-Europe Railway Express.Then,this article explores the legal issues related to the China-Europe Railway Express from four aspects:improving legislation,strengthening law enforcement,fair justice,and strengthening publicity,and provide prospects for the future of improving the legal construction of the China-Europe Railway Express.This study can provide reference for the legal construction and institutional guarantee of the China-Europe Railway Express.
