摘　　要：技术成果“转出去”是发挥创新驱动效能与缓解技术转移困境的重要举措,其离不开技术需求管理的有效支撑。研究发现,缺乏对技术需求微观层次属性的关注是导致技术成果转不出去的重要原因。基于分层次管理理论,从技术需求微观层次视角出发,构建以技术需求精细化分层体系为核心,以精准识别、分层靶向、精准反馈、精准管理为关键要点的技术转移分层靶向机制。依托知识产权制度保障与大数据驱动的有效支撑,技术转移分层靶向机制可有效促进技术供需主体精准对接,引导技术创新要素分层次组合与配置,更有效地将技术成果“转出去”。As a significant link in promoting the transformation of technological factors into real productivity,technology transfer has a direct effect on China's innovation-driven development.However,the efficiency of technology transfer in China has been low,and how to improve the efficiency of technology transfer has become an important issue in current technology transfer research.At present,the mismatch between technology supply and demand in China is the fundamental reason for the"technological poverty"dilemma which presents as the difficulty in achieving precise docking between technology supply and demand,the ineffective release of innovation on the technology supply side,and the inability to meet demand on the technology demand side,and it seriously hinders the process of innovation-driven development in China.To achieve effective technology transfer,it is necessary to guide the allocation of innovative resources through market demand.Therefore,it is necessary to improve technology demand management to promote the transfer of technological achievements in universities and research institutions.In the context of information asymmetry and imperfect market mechanisms in China,it is difficult for universities and scientific research institutions to grasp the technological needs of enterprises,and it is hard for enterprises to obtain all the valuable,exploitable and applicable technological achievements of universities.Further,universities and scientific research institutions lack effective understanding and management of the inherently hierarchical nature of enterprise technological needs,resulting in transformation dislocation and staggered transformation of technological achievements,and the problem of inaccurate targets and mismatches in technological needs,leading to deeper mismatches between technology supply and demand,and the failure of technology transfer.This paper holds that promoting the transfer of technological achievements in institutions of higher learning requires not only to adhere to market demand or
