摘 要:新时代生态政治理念、话语体系以及制度环境深刻变化的宏观场域环境,决定着地方生态环境治理理念、治理模式的变迁逻辑。在国家特定重点生态保护区,面对生态环境政治压力,地方治理已逐渐从发展型政府向生态型政府转型,逐渐遵循政治风险规避、生态绩效生产两个维度来展开环境治理,二者交互影响,推动地方环境治理,持续构造生态“政绩安全区”、生态绩效“指标加码、可持续化、再结构化”新机制,以及地方生态保护与经济发展“调适性联结”治理模式。In the new era,the Communist Party of China and the country’s ecological political concepts,discourse systems,and the profound changes of the institutional environment in the macro field environment have determined the change logic of the governance concept and governance modelof local ecological environment.In certain national key ecological protection zone,facing the political pressure of ecological environment,local governance has gradually transformed from developmental government into ecological government.Local governments carry out environmental governance by following two dimensions including political risk avoidance and ecological performance production.The two dimensions interact to promotelocal environmental governance,and new mechanisms,such as ecological“safety zoneof political performance”,and“indicator markup,sustainability and re-structuring”of ecological performance,have been gradually established,as well as the governance mode of local ecological protection and the“adaptive linkage”with economic development.
