摘  要:全球化的贸易体系也带来了全球化的风险,中美贸易战以及新冠疫情给中国的集成电路产业链带来了严重的冲击,中国集成电路产业链亟需提升韧性水平。本文基于国内外对韧性概念的研究和认识,从吸收、恢复、创新三个维度构建评价指标体系,并结合主客观赋权法和突变级数模型对我国集成电路产业链韧性水平做出测度。结论显示,我国集成电路产业链韧性水平在2013-2020年稳步提升,但整体上来说仍处于较低水平,需要通过推进产业链基础能力建设、完善人才战略、加强基础理论研究、强化产业协同等手段来增强产业链韧性。The globalized trading system also brings the risks of globalization.The Sino-US trade war and the new crown epidemic have brought a serious impact on China's integrated circuit industry chain,and China's integrated circuit industry chain urgently needs to improve the level of resilience.Based on the research and understanding of the concept of resilience at home and abroad,this paper constructs an evaluation index system from three dimensions of absorption,recovery and innovation.The resilience level of China's integrated circuit industry chain is measured.The conclusion shows that the resilience level of China's integrated circuit industry chain has steadily improved from 2013 to 2020,but it is still at a relatively low level on the whole.It is necessary to enhance the resilience of the industrial chain by promoting the construction of basic capabilities in the industrial chain,improving talent strategies,strengthening basic theoretical research,and strengthening industrial collaboration.
