摘　　要：公共图书馆冲突是相关主体围绕图书馆资源、服务等公共事项而产生的对抗性互动。在冲突解决逻辑由规范视角、服务视角向治理视角的范式转换过程中,公共价值成为逐渐凸显的旨归与要义,表现为对公平正义、社会效益、公共秩序、程序正当等公共善的关照与回应。公共图书馆可通过价值引领、环境授权和运作支撑等战略路径在冲突治理中实现公共价值的多维度嵌入,推动构建良序社会,形塑良好生活。Public library conflict is the confrontational interaction between relevant subjects around public matters such as library resources and services.In the process of paradigm transformation of conflict resolution logic from normative perspective,service perspective to governance perspective,public values have become the gradually prominent purport and essence,which is manifested as the care and response to the common good such as fairness and justice,social benefits,public order and procedural due process.Public libraries can achieve the multi-dimensional embedding of public values in conflict governance through strategic paths such as value-leading,environmental empowerment and operational support,and promote the construction of a well-ordered society and the shaping of a good life.
