摘 要:美国公共外交政策与实践经历了一个嬗变的发展历程,这体现在主要发展议程及其相匹配的行动方案上。随着国际格局变化及公共外交机制发展,美国公共外交政策议程由作为“心理战”的一个组成部分,逐渐发展成为重视对接国外民众信息、教育与文化需求的新型外交实践,依托国际传媒平台积极推广新媒体公共外交,并在行动方案执行上注重挖掘和发挥旗舰项目的外溢效应。美国公共外交实践呈现出的主要特征包括政策的对策性、注重与多元为体的沟通与对话、过程的双向互动性。相关方在发展议程的动态调整、机制体制的构建以及信息传播途径的拓展等方面,能为中国公共外交及中美人文交流相关工作的开展提供一定借鉴。U.S.public diplomacy policy and practice have undergone an evolutionary process,reflected in major development agendas and matching action network.With the changes in the international landscape and the development of the U.S.public diplomacy system and mechanism,its policy agenda has evolved from being a component of“psychological warfare”to a new type of diplomatic practice,which aims at meeting the information,educational and cultural needs of foreign people,relying on international media platforms to actively promote new media public diplomacy and focus on spillover effects of flagship projects in action plans.The main features of U.S.public diplomacy practice include the countermeasures of public diplomacy,the focus on communication and dialogue with plural actors,and the two-way interaction of the public diplomacy process.The dynamic adjustment of the development agenda,the construction of mechanisms and institutions,and the expansion of information dissemination channels of the relevant parties can provide certain reference for China’s public diplomacy and China-U.S.people-to-people and cultural exchanges.
