排斥亦或融通:公共行政研究的政治学化反思及其出路

摘　　要：政治—行政二分法的理论思想奠定了公共行政的独立学科地位,逐渐推进公共行政研究的科学化。对于公共行政的研究越来越多结合政治学研究领域,由此引起众多专家学者的争议,公共行政与政治学研究该不该相互排斥,还是两个学科之间相互借鉴?当下已然建立起具有中国特色的公共行政学科体系,对于公共行政、政治学的相关研究不能单纯从逻辑经验主义的角度进行分析,要将其放在理论发展历史、时代的背景中等考察。这两个学科未来发展呈现出行、政一体化的趋势,有助于两个学科之间理论与方法融通互补。The theory of political-administrative dichotomy has firmly established public administration as an autonomous discipline,significantly advancing scientific inquiry in this field.However,increasing integration of public administration research with the field of political science has sparked considerable controversy among numerous experts and scholars.The debate centers on whether research in public administration and political science should be mutually exclusive or if there should be mutual borrowing and collaboration between the two disciplines.At present,a discipline system of public administration with Chinese characteristics has been established,relevant research of public administration and political science should be investigated in the background of theoretical development history and times,rather than simply from the perspective of logical empiricism.In the future,research and development of these two disciplines will show a trend of integration of public adminstration and politics,ensure the theoretical and methodological integration and complementarity between the two disciplines.
