中欧班列开行城市协同运营联盟治理机制研究——以中欧班列(成渝)号为例

摘　　要：中欧班列自开行以来发展迅猛,开行班列的城市数量不断攀升。但其目前面临着诸多问题,在中欧班列开行城市之间构建联盟可以有效解决这些问题。因此,以中欧班列(成渝)号为例进行案例分析,探索在中欧班列开行城市构建协同运营联盟的方法,研究并最终设计出适合中欧班列开行城市协同运营联盟的运行和治理机制,为大规模构建联盟提供参考和建议。The China Railway Express(CR Express)faces numerous challenges,and building an alliance among the cities where CR Express operates can effectively address these challenges.Based on a case study of the China Railway Express(Chengdu-Chongqing),this paper explores the method of building a collaborative operation and management alliance among the cities where CR Express operates.We study and ultimately design a mechanism for the operation and management of the alliance,which is suitable for large-scale construction of the alliance,and provides reference and suggestions for the construction of the alliance.
