宁城县防灾减灾群防群控体系建设研究

摘　　要：国家防灾减灾体系,由全国各县市防灾减灾基本单元构成,而防灾减灾体系中,群防群控是重要、有效的防御手段。文章以宁城县为例,系统分析了国家防灾减灾体系中基层县域山洪灾害成因及防洪减灾存在的主要问题,论述了县域山洪灾害群防群控体系建设具体措施及主要做法,可为其他类似情况提供参考。The national disaster prevention and mitigation system is composed of basic units for disaster prevention and reduction in counties and cities across the country.In this system,mass defense and control is an important and effective means of defense.Taking Ningcheng County as an example,this paper systematically analyzes the main causes of mountain flood disasters and the primary issues in flood prevention and disaster reduction at the grassroots county level within the national disaster prevention and mitigation system.It discusses the specific measures and main practices for the construction of a mass defense and control system against mountain flood disasters at the county level,providing a reference for other similar counties.
