中国式现代化视域下乡村传统治理资源创造性转化和创新性发展的逻辑进路

摘　　要：乡村治理是一项嵌入社会与文化的系统工程,需要现代治理理念、现代治理技术与乡村传统治理资源的内外关联与耦合协作。乡村传统治理资源作为乡村传统文化的组成部分,具有一体两面的特性。在中国式现代化视域下,要推动乡村传统治理资源“双创”实践,需坚守科学的实践原则,即树立辩证文化相对理念与培育文化包容精神,正确理解文化变迁现象与培育动态文化认知意识,秉承互惠文化逻辑和构建互惠文化机制。乡村传统治理资源“双创”实践须在“一核一主多元”的乡村共治模式下,探索具体路径,包括:多维度发掘与培养全能型人才,建立健全乡村治理人才智库;厘清乡村多元组织的结构关系,构建多元治理组织联动体系;多元主体与现代技术耦合协作,共同构建优化乡村治理体系;充分把握资源禀赋与市场机遇,推动乡村传统治理资源的生产性保护。Rural governance is a systematic project embedded in society and culture,which requires the internal and external correlation and coupling cooperation of modern governance concepts,modern governance technologies,and rural traditional governance resources.As an integral part of rural traditional culture,rural traditional governance resources have both advantages and disadvantages.From the perspective of Chinese path to modernization,only by establishing a reasonable theoretical principle can we better promote creative transformation and development of rural traditional governance resources.Firstly,we must establish a dialectical cultural concept and cultivate an inclusive cultural spirit.Secondly,it is necessary to correctly understand the phenomenon of cultural changes and cultivate dynamic cultural awareness.Thirdly,we should build a mutually beneficial cultural logic and establish a mutually beneficial cultural mechanism.Under these practical principles,we must adhere to the common governance model with the Communist Party of China as the core of leadership,the rural internal forces as the main force,and the participation of multiple social organizations,so as to better promote creative transformation and development of rural traditional governance resources.The specific path needs to start from four aspects:exploring and cultivating all-round talents from multiple dimensions,and improving the talent think tank of rural governance;Clarifying the structural relationship between various social organizations in rural areas and building a joint mechanism between multiple organizations;Multiple parties and various technologies cooperating with each other to jointly build and optimize the rural governance system;striving for market opportunities that can be obtained,and promoting creative transformation and development of traditional rural governance resources in the way of productive protection.
