摘  要:随着“一带一路”倡议实施,中国铁路“走出去”步伐不断加快。为保证我国铁路企业参与建设的匈塞铁路贝旧段项目顺利进行,需全面解读欧盟铁路互联互通技术规范(TSI)认证要求,包括通用、特定基本要求。铁路基础设施子系统TSI认证包括互通性(IC)部件认证、EC符合性验证、项目竣工认证3个部分,主要流程为:制定认证计划—准备认证申请—提交认证申请—技术评估—证据收集和分析—发布认证结果—认证后监督。通过匈塞铁路贝旧段基础设施子系统TSI认证实践,梳理了基础设施子系统的认证内容、流程和要点,可为我国铁路技术规范和合格评定体系完善提供参考,也可为我国铁路在国际市场的竞争提供有力支撑。With the implementation of the Belt and Road Initiative,China’s railway industry has been accelerating its pace of“going global”.In order to ensure the smooth progress of Belgrade-Stara Pazova Section of Hungary-Serbia Railway participated by Chinese railway enterprises,it is necessary to comprehensively interpret the certification requirements of EU TSI,including general and specific basic requirements.TSI certification of railway infrastructure subsystem includes three parts:interoperability(IC)constituent certification,EC compliance verification and project completion certification.The main process is as follows:development of the certification scheme,preparation of the certification application,submission of the certification application,technical assessment,evidence collection and analysis,issuance of the certification results,and post-certification monitoring.Through the TSI certification practice for infrastructure subsystem of Belgrade-Stara Pazova Section of Hungary-Serbia Railway,this paper sorts out the content,process and key points of certification for infrastructure subsystem,which can provide references for the improvement of China’s railway technical specifications and conformity assessment system,and also provide strong support for the competition of China’srailway in the international market.
