摘　　要：本文通过分析专利申请预审现状,发现当前主要存在审查领域不断扩大、与预审员专业无法完全匹配,审查数量大幅增加、人均审查任务繁重,以及审查期限相对缩短、数量和质量难兼顾等三方面的问题。针对这些问题,以广东省知识产权保护中心试行预约制度为例,阐述预约制度在专利申请预审中的优势、不足及改善方法,并进一步探讨多种预约制度可采取的模式,如预审机构接收量管理、备案主体预约量管理及适用情况等,希望以此优化预审申请流程机制。By analyzing the status quo of patent application pre-examination,this paper finds that there are three main problems:the professional knowledge of pre-examiners cannot fully match the expansion of examination fields,the substantial increase in the number of pre-examinations results in the onerous task of pre-examination per capita,and the relatively short pre-examination period causes the difficulty in balancing the quantity and quality.In view of these problems,this paper takes the reservation system of Guangdong Intellectual Property Protection Center as an example to elaborate the advantages,disadvantages and improvement methods of the reservation system in patent application pre-examination,and further discusses the models that can be adopted by various reservation systems,such as the management of the reservation received by the pre-examination institution,the management of the reservation of the filing subject,and their applicable situations,hoping to optimize the pre-examination application process mechanism.
