摘 要:在梳理稀土产业链基本模式的基础上,从稀土产业科技视角深入剖析产业链各环节现状并对稀土未来发展趋势进行研判。研究发现,从稀土全产业链各环节看,中国在稀土资源、稀土矿、稀土冶炼分离环节比较优势突出,而在功能材料、终端应用环节发展相对落后;从稀土全产业链看,中国具有突出的规模优势,但科技创新能力不强;低碳技术的发展将推动全球稀土竞争聚焦于稀土永磁技术的发展和稀土资源的供应,这两个环节将成为大国竞争的核心。由此提出在全球稀土产业链格局演变下,急需加大重点领域研发投入,攻克产业链“卡脖子”技术瓶颈,塑造技术引领力;协同科技攻关加快海外资源布局稳产保供;稳定稀土原料价格,维持国际领先优势,从而协调稀土全产业链各环节的发展等相关对策建议。On the basis of combing the basic patterns of the rare earth industry chain,we analyze the current situation of each link of the industry chain from the viewpoint of science and technology of the rare earth industry and judge the future development trend of rare earth.The study finds that:from the viewpoint of each link of the whole rare earth industry chain,China has outstanding comparative advantages in rare earth resources,rare earth mines,rare earth smelting and separation,and lags behind in the development of functional materials and end-use applications;from the viewpoint of the whole industry chain of rare earths,China has outstanding advantages in scale,but it is not strong in scientific and technological innovation ability;the development of low-carbon technology will push the global competition of rare earths into the focus on the development of permanent magnetization technology of rare earths and supply of rare earths,which will become a big power in the future development trend.The development of low carbon technology will push the global rare earth competition to focus on the development of rare earth permanent magnet technology and the supply of rare earth resources,which will become the core of the competition among big countries.Thus,under the evolution of the global rare earth industry chain pattern,it is urgent to increase R&D investment in key areas,overcome the"strangle hold"technical bottlenecks in the industry chain,and shape the technological leadership;collaborate with scientific and technological research to accelerate the layout of overseas resources to stabilize production and ensure the supply;and stabilize the price of raw materials of rare earths to maintain the leading edge in the international arena,so as to co-ordinate the development of the entire industry chain of rare earths,as well as other related countermeasures and suggestions.
