摘  要:产业营商环境作为描述中国政府治理实践的创新概括,为解构营商环境提供了新维度,并在缩小原宽泛概念的基础上使相关议题的讨论更加精准。数字产业集群在空间形式、投资结构等方面区别于传统集群,营造适配其发展需求的营商环境,是数字经济政府背景下治理的时代性调适。聚焦坚持递进生成和创新生成并举的先导性集群定位,数字产业集群营商环境治理强调以高品质创新共生生态、高效能创新共生网络、高层次创新共生单元、高能级创新共生能力为目标愿景的创新性共生,依托集群基础服务体系、技术研发创新网络体系、集群动力支撑体系、数字产业监管体系,打造具有国际竞争力的数字产业集群。The industrial business environment,as an innovative summary of Chinese government governance practices,provides a new dimension for deconstructing the business environment and makes the discussion of related topics more precise while narrowing down the original broad concept.The digital industry cluster differs from traditional clusters in terms of spatial form and investment structure.Creating a business environment that is suitable for its development needs is a historic adjustment of government governance in the context of the digital economy.Focusing on the pioneering cluster positioning of both progressive and innovative generation,the governance of the business environment of digital industry clusters emphasizes the innovation symbiosis with the goal of high-quality innovation symbiosis ecology,efficient innovation symbiosis network,high-level innovation symbiosis unit,and highenergy innovation symbiosis ability.It relies on the basic service system,technology research and development innovation network system,cluster power support system,and digital industry supervision system in order to build a digital industry cluster with international competitiveness.
