论清政府对吉木萨尔的经营措施及其意义

摘　　要：清代是吉木萨尔历史上的重要发展时期。这一时期,作为重要的屯垦基地,吉木萨尔发挥着对以乌鲁木齐为中心的东天山军政体系的战略支撑作用,因此,清政府对于吉木萨尔的经营是比较重视的,采取了设官驻兵、屯田移民、开设马厂、建筑城堡、发展文化教育等诸多措施,取得了明显的成效,使得包括吉木萨尔在内的东天山一带成为清朝在新疆统治较为稳固的地区,为同治年间清朝维持对东天山的控制以及将其作为收复新疆的战略基地创造了条件。Qing Dynasty is an important development period in the history of Jimusar.During this period,as an important reclamation base,Jimusar played a strategic role in supporting the military and political system of the East-em Tianshan Mountains with Urumqi as the center.Therefore,the Qing government still attached great importance to the management of Jimusar,and adopted many measures,such as setting up officials and stationed soldiers,cultivat-ing farmland and immigrants,opening horse factories,building castles,and developing culture and education,which achieved obvious results,making the Eastem Tianshan Mountains including Jimusar a relatively stable area under the rule of the Qing Dynasty in Xinjiang.This made it possible to maintain control of the easterm Tianshan Moun-tains and use it as a strategic base for the recovery of Xinjiang in the reign ofTongzhi emperor for Qing Dynasty.
