立体化大型活动安保信息管理模式研究

摘　　要：大型活动日益多样、复杂,这不仅增加了公安机关的安保工作难度和压力,还突显其对安保工作的多样化需求。在信息社会迅速发展的当下,及时有效的信息对大型活动安保尤为重要。在《大型群众性活动安全管理条例》缺少大型活动安保工作的统一标准与组织设计的背景下,安保工作存在诸多治安风险。因此,本文以大型活动安保组织设计为视角,基于《条例》及相关规范性文件,结合奥运会、世博会等大型活动的运营经验,提出创新大型活动安全管理组织、着力改进安保工作流程以及建构立体化安全信息管理网的建议,以期为各地大型活动安保工作提供参考和借鉴。Large-scale activities are increasingly diverse and complex,which not only increases the dificulty and pressure of the security work of the public security departments,but also highlights their diversified needs for the security work.With the rapid development of the information society,timely and effective information is particularly important for the security of large-scale events.TheRegulations on the Safety Management of Large-scale Mass Activitieshave not been updated for a long time,so there has been no unified organization structure and standard for security organizations of large-scale events which cause many risks in the security of large-scale events.From the perspective of large-scale event safety organization design,based on theRegulations on the Safety Management of Large-scale Mass Activitiesand relevant regulations,in combination with the advanced experience of large-scale activities such as the Olympic Games,world expo,and other large-scale events,the large-scale activities security management organization,work flow and security information management network are constructed which provide a reference for large-scale activities around the country.
