腐败治理绩效公众感知的影响因素及组态路径——基于模糊集定性比较的实证分析

摘　　要：腐败治理绩效公众感知是腐败感知的重要内容之一,提升公众的腐败治理绩效感知对于推进中国腐败治理工作具有重要意义。通过构建“公众个体—政府行为—社会环境”三维分析框架,运用fsQCA方法对CSS2021相关数据进行实证研究,可揭示引致“高腐败治理绩效感知”的影响因素及其逻辑机理。腐败治理绩效公众感知受到多重因素复杂影响,其中新闻媒体信任度、政府经济治理水平、社会公平公正和社会风气是比较重要的影响因素。“高腐败治理绩效感知”的解释路径可以归纳为三种:政府—社会驱动型、个人—社会驱动型和综合驱动型。对于东、中、西部地区来说,东部地区腐败治理绩效感知高低的核心条件为公共服务满意度和新闻媒体信任度,中部地区为政府执法公正性,西部地区则为社会公平公正。从城乡区域来看,城市区域腐败治理绩效感知高低的核心条件为政府行政透明,农村区域则为公共服务满意度、社会公平公正和社会风气。Public perception of corruption governance performance is one of the important contents of corruption perception.Improving public perception of corruption governance performance is of great significance for promoting China′s corruption governance work.By constructing a three-dimensional anal-ysis framework of"public individuals-government behaviors-social environment"and using the fsQCA method to conduct empirical research on CSS2021 related data,we can reveal the influencing factors and logical mechanism that lead to the perception of"high corruption governance performance".The public perception of corruption governance performance is influenced by multiple complex factors,among which the credibility of news media,government economic governance work,social fairness and justice,and so-cial atmosphere are relatively important influencing factors.The interpretation path of"perception of high corruption governance performance"can be classified into the government-society driven type,individual-society driven type,and comprehensively driven type.In terms of the eastern,central and western re-gions,the core conditions to determine the perception of corruption governance performance in the eastern region are public service satisfaction and news media credibility.In the central region,the core condition is the fairness of governmental law enforcement,and in the western region it is the social fairness and jus-tice.From the perspective of urban and rural areas,the core condition for the perception of corruption governance performance in urban area is government administrative transparency,while in the rural area,it is public service satisfaction,social fairness and justice,and social atmosphere that form the condi-tions.
