摘  要:基于2006—2019年282个地级市面板数据,将“科技与金融结合试点”视为一项准自然实验,构建双重差分模型评估科技金融政策对碳排放绩效的影响及作用机制。研究表明:第一,科技与金融结合试点政策能够显著提升城市碳排放绩效,且经过多种稳健性检验之后,这一结论依旧成立。第二,机制分析表明,试点政策能够通过推动经济发展、集聚科技人才以及促进绿色创新三条路径推动碳排放绩效的提升。第三,试点政策对城市碳排放绩效的作用差异与城市等级、资源禀赋及金融发展水平有关,对于等级较高、金融发展水平较高、非资源型的城市,试点政策对碳排放绩效的提升效果更加显著。Based on panel data of 282 prefecture-level cities from 2006 to 2019,“the Pilot Policy of Combining Science and Technology with Finance”is regarded as a quasi-natural experiment,and a double difference model is constructed to evaluate the impact and mechanism of science and technology finance policy on carbon emissions performance.The study shows that first,the pilot policy of combining science and technology with finance can significantly improve the performance of urban carbon emissions,and this conclusion is still valid after a variety of robustness tests.Second,the mechanism analysis shows that the pilot policy can promote the improvement of carbon emission performance in three ways:promoting economic development,gathering scientific and technological talents,and promoting green innovation.Third,the difference in the effect of the pilot policy on urban carbon emissions performance is related to the level of cities,resource endowment,and financial development level.For cities with higher grades,higher financial development levels,and non-resource-based cities,the pilot policies have a more significant effect on improving carbon emissions performance.
