基于新发展理念的京津冀区域协同发展水平测度

摘　　要：京津冀协同发展是我国区域发展现代化布局的重要组成部分。基于新发展理念,本文将京津冀区域协同发展复合系统分为创新、协调、绿色、开放和共享五个子系统。根据协同学理论,构建京津冀区域协同发展评价指标体系,采用复合系统协同度模型,依次从静态和动态角度对2011—2020年京津冀区域协同发展水平及演变趋势进行综合测度与评价。研究发现:静态测评视角下的京津冀区域创新、绿色和共享子系统有序度基本呈稳定上升趋势。协调子系统有序度走势先升后降,开放子系统有序度波动明显;区域复合系统处于低水平协同状态。动态计量视角下的京冀两地及区域整体各子系统处于有序上升态势。天津除开放子系统外,其余子系统也都处于有序上升态势;京津冀区域协同发展复合系统处于稳定上升态势,提升空间广阔。据此分别从京津冀区域各子系统内部序参量水平、京津冀三地各子系统之间协同发展、京津冀整体复合系统协同发展三个方面提出促进京津冀区域协同发展的对策建议。Beijing-Tianjin-Hebei synergistic development is an important part of the modernization layout of regional development in China.Based on the new development philosophy,the composite system of Beijing-Tianjin-Hebei regional coordinated development is divided into five subsystems:innovation,coordination,greenness,openness and sharing.Based on the synergetic theory,the evaluation index system of Beijing-Tianjin-Hebei regional coordinated development is constructed,and coordination degree model of composite systems is used to measure and evaluate the level and evolution trend of Beijing-Tianjin-Hebei regional coordinated development from 2011-2020 from static and dynamic perspectives in turn.It is found that:the degree of order of Beijing-Tianjin-Hebei regional innovation,greenness and sharing subsystems under the static measurement perspective basically shows a stable upward trend,the degree of order of coordination subsystem basically shows an upward and then downward trend,and the degree of order of open subsystem fluctuates significantly;the regional composite system is in a low level of coordination.From the perspective of dynamic measurement,all subsystems in Beijing and Hebei and the whole region are in an orderly upward state,and only the degree of order of the open subsystem in Tianjin is negative;the composite system of Beijing-Tianjin-Hebei regional synergistic development is in a stable rising state,and there is wide space for improvement.Accordingly,we propose countermeasures to promote the coordinated development of Beijing-Tianjin-Hebei region in three aspects:the internal order parameter level of each subsystem in Beijing-Tianjin-Hebei region,the coordinated development of each subsystem in Beijing-Tianjin-Hebei region,and the coordinated development of the overall composite system in Beijing-Tianjin-Hebei region.
