摘 要:通过对东盟国家语言政策的分析以及对海南外语教育政策的梳理,从国家语言战略能力的视角,提出海南外语教育政策的制定和“关键语言”人才培养策略:外语教育政策的制定和“关键语言”人才培养应服务于国家的语言战略发展需求。“关键语言”人才培养应从基础教育阶段和高中教育阶段着手,继而延伸至大学教育阶段,并注重培养知识融合和学科交叉的新型外语人才,从而促进海南与沿线国家的互联互通,进行国家对外话语的有效表达。Through the analysis of language policies in ASEAN countries and the sorting out of foreign language education policies in Hainan,from the perspective of national language strategic capabilities,the formulation of foreign language education policies and strategies for cultivating“key language”talents in Hainan are proposed.The formulation of foreign language education policies and the cultivation of“key language”talents should serve the development needs of the country’s language strategy.The cultivation of“key language”talents should start from the elementary education stage and high school education stage,and then extend to the university education stage,with a focus on cultivating new foreign language talents with knowledge integration and interdisciplinary studies,in order to promote the interconnection between Hainan and the countries along the route and effectively express the country’s foreign discourse.
