江西省烈属优抚实践路径研究(1949—1956年)

摘　　要：在新中国成立初期,国家百废待兴,但十分重视烈属优抚工作。中央内务部颁布的烈属优抚政策在各地推行的过程中,受到现实条件限制增加了推行难度。以对中国革命贡献巨大、牺牲亦巨大的江西省为例,他们以国家烈属优抚政策为根据,前期做了大量信息梳理工作,对烈属进行界定,然后通过发放优抚金、代耕、优待劳动日和精神抚慰进行优抚实践,整体看烈属优抚工作成绩斐然,但也有不足之处。基层组织结构不健全,致使无法发挥推行优抚工作的枢纽效用;经费和补助存在使用不当的情况;某些地区存在“优近不优远,优生不优死”的偏差现象。In the early years of New China,the country was still in the ruins of war but great importance was attached to the preferential treatment of martyr’s dependents.The policy for the preferential treatment of martyrs’dependents issued by the Central Ministry of the Interior met difficulties in the implementation in various places due to the actual conditions.This paper takes Jiangxi Province,which had made great contributions and sacrifices to the Chinese Revolution,as an example.Based on the national policy of preferential treatment for martyrs’dependents,they have done a lot of information sorting in the early stage,defined the martyrs,and then practiced the preferential treatment through the payment of preferential pension,farming substitution,preferential labor days and spiritual comfort,which had achieved a great achievement on the whole,but it has also some shortcomings as well.These shortcomings lied in the inadequate organizational structure at the grass-roots level,making it impossible to play a pivotal role in the promotion of preferential treatment;inappropriate use of funds and subsidies;and the phenomenon of bias“in favor of the near rather than the far,and of the living rather than the dead”existing in some areas.
