摘 要:当前水库的安全保障水平与先进的建设水平相比仍有较大落差,研究水库的风险预警和安全监测与应急处置直接的协同管控非常重要。以深步水水库为背景,在对水库的洪水演算基础上。结合水库已有的调度方案和安全监测系统。提出水库的运行风险分析。并针对此提出相应的险情监测方案和预警行为启动机制,制定相应的抢险和应急处置措施,为水库安全监测、风险管控和应急综合管控提供相应的经验。There is still a significant gap between the current level of safety assurance in reservoirs and the advanced construction level.It is very important to study the direct collaborative control of risk warning,safety monitoring,and emergency response in reservoirs.This article takes Shenbushui Reservoir as the background,and based on the flood routing of the reservoir,combined with the existing scheduling plan and safety monitoring system of the reservoir,proposes an operational risk analysis of the reservoir.It proposes corresponding risk monitoring plans and early warning action initiation mechanisms,formulates corresponding rescue and emergency response measures,and provides corresponding experience for reservoir safety monitoring,risk control,and emergency comprehensive control.
