“四维联动模式”助推高校服务乡村振兴的实施路径分析

摘　　要：乡村振兴是一项复杂的系统工程。高校具有科技、人才等优势,是服务国家乡村振兴战略的重要力量。当前高校服务乡村振兴模式多样,主要面临各相关主体在帮扶过程中衔接不足、帮扶理念及内容碎片化、帮扶政策的针对性和层次性弱化等问题。基于界面管理理论从“抓党建”“育人才”“兴产业”“治环境”构建“四维联动模式”,通过加强顶层设计、完善跨界面协同机制、赋权增能帮扶干部、激活农民主体、全面把握振兴内涵、精准识别帮扶对象等措施来增强各维度相互作用、提升各维度服务效能、识别各维度动态环境,以期助力高校提升服务乡村振兴效能。Rural vitalization is a complex systematic project.Colleges and universities,with their advantages in science and technology and talents,are important forces serving the national strategy of rural vitalization.At present,there are various modes of serving rural vitalization in colleges and universities,mainly facing problems such as lack of connection between relevant subjects in the process of helping,fragmentation of the concept and content of helping,and weakening of the pertinence and hierarchy of helping policies.Based on the interface management theory,the“four-dimensional linkage model”is constructed from“grasping party building”“cultivating talents”“revitalizing industries”and“governing the environment”,by strengthening the top-level design,cross-interface coordination mechanism,empowering and improving the helping cadres,activating the main body of farmers,comprehensively grasping the connotation of vitalization,and accurately identifying the objects of assistance,etc.to enhance the interaction of each dimensions,improve the service efficiency in each dimension,and identify the dynamic environment in each dimension,so as to help colleges and universities to improve their service efficiency for serving rural vitalization.
