高水平经贸规则原产地标准比较研究

摘　　要：高水平经贸规则一般被认为是具有更高的标准,政策覆盖面更广,更具有可执行性和约束性的国际经贸规则。RVC、关税优惠幅度等原产地标准作为经贸规则中比较重要的内容,在高水平经贸规则中成为影响成员国之间贸易的核心内容。通过对比现行CPTPP、RCEP等高水平经贸规则中原产地标准的限制性、可执行性和贸易效益,建议应对接高水平经贸规则,充分运用原产地标准促进国际贸易的便利化。High-level economic and trade rules are generally considered to be international economic and trade rules with higher standards,wider policy coverage,greater executability and constraints.The standards of origin,such as RVC and tariff preferences,are important components of economic and trade rules and have become the core content that affects trade between member countries in high-level economic and trade rules.By comparing the limitations,enforceability,and trade benefits of origin standards in current high-level economic and trade rules such as CPTPP and RCEP,it is suggested that high-level economic and trade rules should be matched,and the origin standards should be fully utilised to promote the facilitation of international trade.
