摘 要:科技是第一生产力,科技评价体系是我国科技创新发展的指挥棒和风向标,对创新驱动发展意义重大。文章调研分析了国内外科技评价体系的研究与发展现状,总结了主要经验和做法,对湖南省科技评价体系的发展现状进行问题梳理,并有针对性地提出了对策和建议,以期提高湖南省科技评价体系的建设水平,更好地为创新发展营造良好环境,加快推进湖南科技创新驱动高质量发展。Science and technology constitute the primary productive force.Science and technology evaluation system is the baton and vane of China's science and technology innovation and development,which is of great significance to innovation-driven development.This paper investigated and analyzed the research and development status of science and technology evaluation system at home and abroad,summarized the main experience and practices,sorted out the problems in the development process of science and technology evaluation system in Hunan province,and put forward targeted countermeasures and suggestions,in order to improve the construction level of science and technology evaluation system in Hunan province,create a better environment for innovation and development and promote Hunan's scientific and technological innovation to drive high-quality development.
