摘  要:人才是国家科技创新的根本源泉,党的二十大报告指出必须坚持科技是第一生产力、人才是第一资源、创新是第一动力,同时强调要深入实施人才强国战略,完善人才战略布局,加快建设世界重要人才中心和创新高地。文章以2020—2023年美国斯坦福大学发布的全球前2%顶尖科学家榜单为基础进行数据挖掘与分析,发现江苏省顶尖科学家集聚态势明显,基础研究科研实力雄厚,政府基金育才效果显著,但仍存在发展后劲不足、科研考核机制不完善、高峰优势不明显等问题。文章从加强基础投入、推进国际合作、开展有组织科研等方面提出对策建议。Talents are the fundamental source of national scientific and technological innovation.The report of the 20th National Congress of the Communist Party of China pointed out that “we must adhere to science and technology as the primary productive force,talents as the primary resource,and innovation as the primary driving force.” At the same time,it emphasized the need to deeply implement the strategy of building a strong country through talent,improve the layout of talent strategies,and accelerate the construction of important talent centers and innovation highlands in the world.This article is based on the global top 2% scientists list released by Stanford University in the United States from 2020 to 2023 for data mining and analysis.It is found that Jiangsu province has a clear trend of gathering top scientists,strong basic research and research capabilities,and significant government funding effects.However,there are still problems such as insufficient development momentum,imperfect scientific research assessment mechanisms,and unclear peak advantages.From strengthening basic investment,promoting international cooperation,propose countermeasures and suggestions for conducting organized scientific research and other aspects.
