赶超型创新政策影响企业技术能力的路径研究

摘　　要：赶超型创新政策是任务导向型创新政策的一种类型,为提升企业技术能力提供了新型政策方案,但现有研究对赶超型创新政策如何影响企业技术能力仍未给出充分的理论解释。本文基于产业创新系统理论,构建赶超型创新政策影响路径的分析框架,并进行了实证检验。研究发现:(1)赶超型创新政策通过促进多链融合,发挥“织链结网”的作用,推动企业技术能力提升;(2)服务链关联机构创新参与是赶超型创新政策影响力传导的核心节点,也是连接政府与市场的中间桥梁;(3)创新链关联机构创新参与和产业链关联企业创新参与是赶超型创新政策影响的有效路径,二者协同耦合能够显著提升企业研发投入行为;(4)创新期望与研发投入是企业技术能力提升的决定性因素,也是赶超型创新政策的影响力发挥作用的微观基础。本研究深化了创新政策影响路径研究,对于提升我国企业技术能力具有一定实践意义。Improving enterprises'technological capability has become the core measure to meet the internal requirements of high-quality development of enterprises and cope with external risks and challenges.However,Chinese enterprises face many constraints in upgrading their technological capabilities which can be summarized as system failures such as element missing,interaction missing and boundary dislocation.Enterprises cannot complete the technological capability catch up by their own strength,and the government needs to play a certain role in the process of enterprise’s technological capability catch up.Catch-up oriented innovation policy is a type of mission-oriented innovation policy,which provides a new policy scheme for improving enterprises'technological capability.However,the research on catch-up oriented innovation policy is still in its infancy,mainly focusing on the definition of concepts,summary of the experience of implementing catch-up oriented innovation policy and the combination of policy tool,few studies are conducted on the influence path of catch-up oriented innovation policy on the technological capability of enterprises,which restricts the popularization and implementation of catch-up oriented innovation policy.This paper constructs an analysis framework of“catch-up oriented innovation policy--actor network--technological capability”based on the theory of industrial innovation system.Taking enterprises in strategic emerging industries as research samples,this paper empirically tests the influence path of catch-up oriented innovation policys on technological capability of enterprises through questionnaire survey data by using structural equation.The results show that:(1)the catch-up oriented innovation policy can promote the industry chain related enterprises,innovation chain related institutions,and service chain related institutions to form an incentive and compatible actor network around the focus en-terprises and promotes the improvement of enterprise’s technological capability.(2)The inn
