相持阶段苏北抗日根据地群众动员工作考察

摘　　要：苏北抗日根据地是相持阶段新四军在长江以北地区实现发展的战略着力点,也是中国共产党在敌顽势力强大威胁下开展群众动员工作的实践场。苏北抗日根据地位于国民党统治的腹地,群众基础极为薄弱。为改变此种情况,中国共产党在根据地展开全方位的群众动员工作:通过建立民主化政权组织和归属性群众组织开展动员;积极开展减租减息和大生产运动满足人民利益诉求;始终坚持群众路线和调查研究团结群众;大力加强群众政治教育和政治宣传引领群众。在中国共产党的领导下,苏北抗日根据地的群众动员工作取得极大成功,极大调动了群众的参战积极性,使苏北抗日根据地成为新四军在长江以北敌后生存发展的重要战略基地。The resistance base in northern Jiangsu was the strategic focus for New Fourth Army to achieve its develop-ment in the areas north of the Yangtze River during the stalemate stage, and it was also the practice ground for the Commu-nist Party of China to carry out mass mobilization work under the threat of the enemy′s stubborn forces. The resistance base in northern Jiangsu was located in the hinterland ruled by the Kuomintang where the mass foundation was extremely weak. In order to change this situation, the CPC has launched in the base an all-round mass mobilization work including conduc-ting mobilization through the establishment of organizations of democratic authorities and subordinate mass organizations, carrying out actively the campaign to reduce rents and interest rates and large-scale production to meet the demands of the people′s interests, adhering to the mass line and conducting investigation and study to unite the masses, and vigorously strengthening political education and political propaganda among the masses to guide them. Under the leadership of the CPC, the mass mobilization work in the resistance base in northern Jiangsu was extremely successful, which greatly mobi-lized the enthusiasm of the masses to participate in the war, and turned the base into an important strategic base for the sur-vival and development of New Fourth Army behind enemy lines north of the Yangtze River.
