摘 要:在新一轮科技革命加速演进和全球科技竞争显著升级的新形势下,广泛开展基础研究国际合作、积极融入全球创新网络是我国提升原始创新能力、加快实现高水平科技自立自强的重要任务。文章基于人工智能、先进通信、量子科技、跨学科应用数学、生命科学与生物医学、纳米科技等六大基础前沿领域约12.6万条论文数据,综合利用文献计量和大数据分析方法,对我国在这些领域的全球位势及合作网络关系进行分析。同时,通过构建“研究实力—合作地位”拓展伙伴框架,分析总结了我国在各基础前沿领域拓展国际合作关系网络的基本思路。研究发现,主要发达国家大多兼具发表数量和合作地位“双中心”地位,而我国在多数基础前沿领域是“全球发表中心”但并非“全球合作中心”。因此,我国需尽早谋划、精准识别,积极拓展国际科研合作伙伴关系网络。可从加快国家科技计划开放水平、探索国际合作新机制、营造高水平开放创新生态等方面出发,推出更多具有突破性和引领性的改革措施,提高我国在全球创新网络中的位势,加速向世界主要科学中心迈进。As a new round of scientific and technological(S&T)revolution is accelerating and the global S&T competition is intensifying,it is an important task for China to carry out international cooperation in basic research and integrate into the global innovation network,which will help China to enhance the original inno-vation capability and achieve high-level S&T self-reliance and self-improvement.With nearly 126000 paper data entries in six fundamental frontier fields(artificial intelligence,advanced communication,quantum tech-nology,interdisciplinary applied mathematics,life sciences and biomedicine,and nanotechnology),this study adopts bibliometric and big data analysis methods to analyze the international cooperation potential and net-work of China.By building the cooperation network of"research strength+cooperation status,"this paper ana-lyzes the basic ideas of expanding China's international cooperation network in fundamental frontier fields.The results showcase that most of the major developed countries are centers of both publishing and coopera-tion,while China is a global publishing center but not a global cooperation center in most fields.Accordingly,it is suggested that we should plan and actively and accurately expand China's research cooperation network as early as possible.More breakthrough and leading reform measures should be taken,such as speeding up the opening of national science and technology program,exploring new modes of international cooperation,and creating a high-level open and innovative ecosystem.These measures will help to improve China's potential in the global innovation network and accelerate China's steps towards a major scientific center in the world.
