摘　　要：发展新质生产力需要扩大高水平对外开放、全面深化改革,形成与之相适应的新型生产关系。通过制度型开放推动中国全面深化改革,构建高标准的市场体系,是形成与新质生产力发展相适应的生产关系的重要途径。文章首先介绍了新质生产力的内涵及其提出的历史逻辑,然后分析了当前制度型开放的具体表现和中国的实践成效。在此基础上,揭示了制度型开放主要通过吸引和聚集全球高端生产资源、畅通和强化技术创新激励机制、参与并引领数字经贸规则制定、发挥市场优化配置资源的作用,以及提升生产性服务业的竞争力等途径推动新质生产力的发展。最后,对如何加快推进制度型开放,促进新质生产力发展提出了有针对性的政策建议。To develop new quality productive forces,it is necessary to expand high-level opening-up,comprehensively deepen reforms,and form new types of production relations that are compatible with the development of new quality productive forces.The institutional opening-up contributes to promoting China’s comprehensive deepening of reform and building a high-standard market economy system,and represents an important way to establish production relations that align with the development of new quality productive forces.This article commences with an elucidation of the essence of new quality productive forces and the historical logic behind the formation of the new concept,followed by the specific manifestations of current institutional opening-up and China’s practical achievements.Based on this analysis,the article reveals how institutional opening-up promotes the development of new quality productive forces by attracting and gathering global high-end production resources,facilitating and strengthening technological innovation incentive mechanisms,participating in and leading the formulation of digital economic and trade rules,enhancing the market’s role in optimizing resource allocation,and increasing the competitiveness of productive service industries.Finally,the article offers measures on how to accelerate institutional opening-up and thus promote the development of new quality productive forces.
