摘　　要：腐败犯罪黑数是指未被官方发现的腐败案件数,其存在不仅使犯罪数据难以统计和评估,更损害了“三不腐”机制的形成,危害甚巨。腐败案件,从案件发生到官方通报查处,如下任何因素,诸如权力运行失范、制约监督乏力、举报机制不健全、查处措施不力、科技赋能欠缺,都有可能导致腐败犯罪黑数。应通过综合施策,降低“腐败黑数”,实现腐败犯罪的标本兼治。The dark figure of corruption crimes refers to the number of corruption cases that have not been officially discovered.Its existence not only makes it difficult to collect and evaluate crime data,but also damages the formation of the“Afraid、Unable、Unwilling to corruption”mechanism,which is very harmful.From the occurrence of a corruption case to the official notification and investigation,the following related factors,such as anomie of power operation,weak constraint and supervision,inadequate reporting mechanisms,ineffective investigation and punishment measures,and lack of technological empowerment,may lead to the dark figure of corruption crimes.Comprehensive policy implementation should be carried out to reduce the“dark figure of corruption”and address both the symptoms and the causes of corruption crimes.
