摘　　要：随着人们生活水平的逐步提高,机动车的数量也逐年增加,其引发的交通事故和尾气排放量也成上升局势,对人们的生命财产、身体健康的带来了极大危害。机动车安全技术检验是确保机动车安全上路行驶和减少尾气排放量的一个重要技术手段。机动车安全技术检验由机动车安全技术检验机构(以下简称“安检机构”)实施,通过接入公安VPN网络调用车检应用程序,并能稳定、安全连接公安交警车检应用平台,多重保障网络传输安全。本文通过调研甘肃省100多家安检机构VPN联网系统工程,总结了安检机构VPN联网监控系统(以下简称“VPN联网监控系统”)建设的总体目标、系统构成、功能及系统如何在安检机构中的应用,从而实现了公安交警车辆监管部门对安检机构的检验数据、报告签发、检验过程全程时时远程监控,即为交通事故倒查提供了有力技术支撑,又是提高行业监管管效率有力途径。With the gradual improvement of people's living standards,the number of motor vehicles is also increasing year by year,and the traffic accidents and exhaust emissions caused by them are also rising,which has brought great harm to people's lives,property and health.Motor vehicle safety technical inspection is an important technical means to ensure the safety of motor vehicles on the road and reduce exhaust emissions.The motor vehicle safety technical inspection is carried out by the motor vehicle safety technical inspection agency(hereinafter referred to as the“security inspection agency”),which calls the vehicle inspection application by accessing the public security VPN network,and can stably and safely connect to the public security traffic police vehicle inspection application platform to ensure the security of network transmission.This paper investigates the VPN networking system projects of more than 100 security inspection institutions in Gansu Province,and summarizes the overall objectives,system composition,functions and how the system is applied in the security inspection institutions by investigating the VPN networking monitoring system of security inspection institutions(hereinafter referred to as“VPN networking monitoring system”),so as to realize the inspection data,report issuance,and issuance of reports by the vehicle supervision department of the public security traffic police to the security inspection institutions.The whole inspection process is monitored remotely at all times,which not only provides strong technical support for the reverse investigation of traffic accidents,but also a powerful way to improve the efficiency of industry supervision and management.
