摘 要:抗战军兴,川康两省战略地位陡然提升.国民政府出于国防建设的迫切需要,规划以四川辐射全国的十大交通运输干线,筹建西南交通运输网,川康公路作为其一,对“抗战建国”产生了深远影响.基于挖掘“国史馆”所藏原始档案,爬梳川康公路相关的规划、勘测、选线、修筑、养护等基本史实,分析国民政府修筑川康公路因应国内、国际形势变化的历史过程.于川康公路修筑期间经历了由地方军阀主政到“中央在地”的角色转变,公路修筑过程中出现的延期、腐败亦深刻反映了南京国民政府时期中央——地方的政治运作,尤其是国民党中央对“非核心区”控制力的限度.After the outbreak of the full-scale Anti-Japanese War,the strategic position of Sichuan and Xikang,which was the rear of the Anti-Japanese War,suddenly improved.Out of the urgent need of national defense construction,the National Government planned ten major transportation trunk lines radiating the whole country with Sichuan as the center,and prepared to build a transportation network in the southwest.It is related to the protracted war of resistance and the peril and death of the Chinese nation.As one of them,the Chuankang Highway had a profound impact on the“War of Resistance and National Construction”.On the basis of systematically excavating the original archives of the National History Museum in Taipei,through reviewing the basic historical facts such as planning,surveying,route selection,construction,and maintenance of the ChuanKang Highway,an in-depth analysis of the phases of the Nationalist government’s construction of the ChuanKang Highway and its response to domestic,the strategic turning point arising from changes in the international situation.During the construction of the Chuankang Highway,the Chuankang area has undergone a transition from the role of local warlords to the role of“the central government”.The delay and corruption in the process of highway construction also profoundly reflected the central-local politics during the Nanjing National Government.operations,especially the limits of the Kuomintang Central Committee’s control over“non-core areas”.
