摘　　要：围绕实现民航信息系统大型工程项目群建设全过程合规管理要求,在制度建设顶层设计、预算和成本管理、采购和合同管理、过程监控、全过程跟踪审计、项目验收等方面进行了项目群精细化管理研究与实践,在保障项目目标达成的同时满足内外部审计的合规审查要求。项目群合规管理实践对于预防企业风险、提升企业品牌价值和客户满意度具有重要价值,过程中逐步建立的体系化管理思路和措施也将对后续企业组织级项目管理发挥指引和规范作用。To overcome the bottleneck problem,the company has launched the construction of a large-scale engineering project group for civil aviation information systems.Focusing on the requirements of achieving full process compliance management,we have carried out refined project group management practices in top-level design of institutional construction,budget and cost management,procurement and contract management,process monitoring,full process tracking and auditing,project acceptance,and other aspects to ensure that project goals are achieved while meeting the compliance review requirements of internal and external audits.The practice of project group compliance management is of great value in preventing enterprise risks,enhancing brand value and customer satisfaction.The systematic management ideas and measures gradually established during the process will also play a guiding and normative role in subsequent organizational level project management of enterprises.
