摘　　要：理解社会治理共同体,可以从观念之维、主体之维和方案之维三个方面入手。以社会治理共同体为视角,考察和评析西方历史上的社会治理思想,可以发现,从观念之维看,古代西方倾力张扬法治观念,法治观念构成了西方古代社会治理共同体的结构“上端”。从主体之维看,古代西方没有严格意义的社会,只有政治性的城邦。近代西方有了社会、有了个体,社会和个体一起与国家构成了治理共同体的结构“中端”,但也使得社会治理中作为整体的国家与作为个体的公民不同治理单元之间关系的紧张。从方案之维看,现代西方走的是以技术治理为主的道路。技术治理构成了西方社会治理共同体的结构“下端”。the community of social governance can be understood from the perspectives of ideas,agents,and projects.Investigate and judge the thoughts of social governance from the perspective of social governance community,the perspective of ideas shew that ancient west tried to hold up the concept of the rule of law and it went the way of law governance.The concept of the rule of law constituted the"upper"level of western ancient social governance community.The perspective of agents shew that ancient west had no society in strict sense,there was only political city-state.There were society and individuals in modern west,and society and individuals constituted the"middle"level of western ancient social governance community and made tension between social governance as a whole state and as individual agent.The perspective of projects shew that modern west took the road of technology.The governance of technology constituted the lower level of western ancient social governance community.
