摘　　要：能源型城市承担着“国家能源和战略资源供给基地”的重要职能,也是我国经济社会持续健康发展的重要动力源。在能耗和碳排放政策背景下,如何走出一条能源保供与绿色低碳转型的高质量发展新路,已成为当前能源型城市发展的重大课题。文章以典型能源型城市鄂尔多斯市为案例进行分析,剖析能耗、碳排放、产业结构现状及产业结构调整制约因素,探索提出“1234+10”的产业调整路径模型;同时,分析产业调整具体路径,给出政策建议。The energy-resource-intensive cities undertake the important function of"national energy and strategic resource supply base",and are also an important driving force for the sustainable and healthy development of social economy.In the context of energy consumption and carbon emission policies,how to find a new way of high-quality development that can ensure energy supply and green low-carbon transformation has become a major issue of current social and economic development.Through the case analysis of Ordos City,a typical energy based city,this paper analyze the current situation of energy consumption,carbon emissions,industrial structure,and constraints on industrial structure adjustment,exploring and proposing the"1234+10"industrial adjustment path model.At the same time,the paper analyzes the specific path of industrial adjustment and provides policy recommendations.
