摘　　要：目的了解南昌市城区“药品、化妆品及医疗器械”执法稽查队伍现状,分析存在的问题及其成因,并提出合理、有效的优化资源配置措施。方法选取南昌市市场监督管理执法稽查局城区的9个分局进行机构和人员问卷调查,并对部分工作人员进行访谈。结果南昌市城区市场监督管理执法稽查局实际在岗在编143人。2021-2022年共办案914起,上级转办为立案主要来源;办案类别以食品类案件为主。执法稽查人员年龄主要集中在41-50岁,专业多见于管理学类、法学类及医学类,工作年限集中在20-29年;岗位类别中以专业技术岗位为主。执法人员在晋升制度、工资待遇、改革后单位性质等方面满意度不高。结论南昌市“药品、化妆品及医疗器械”执法稽查队伍现状存在一定的不足,建议不断优化执法队伍的年龄、专业结构,完善机制体系建设。Objective To understand the current situation of the law enforcement inspection team for drugs,cosmetics,and medical devices in the urban area of Nanchang City, analyze the existing problems and their causes, and propose reasonable and effective measuresto optimize resource allocation. Methods Select 9 sub bureaus for institutional and personnel questionnaire surveys in the urban area ofNanchang, and interviews with some staff members. Results The market supervision and administration of law enforcement inspectionbureau in the urban area of Nanchang City actually has 143 employees on duty. From 2021 to 2022, a total of 914 cases were handled. Thehigher authorities transferring was the main source of register, and the main category cases was food related. The age of law enforcementinspectors was mainly concentrated between 41 and 50 years old, with majors mainly found in management, law, and medicine. Theworking years concentrated between 20 and 29 years. Professional and technical positions were the main job categories. Law enforcementpersonnel were not satisfied with the promotion system, salary and benefits, and the nature of the reformed unit. Conclusion There arecertain deficiencies in the current situation of the law enforcement inspection team for drugs, cosmetics, and medical devices in NanchangCity. It is recommended to continuously optimize the age and professional structure of the law enforcement team, and improve theconstruction of the mechanism system.
