摘　　要：结合“三项措施”基本内涵,系统分析了“三项措施”取得的成效和存在的问题,提出管控措施实施环节的优化方案与管理建议,最终实现液货船舶本质安全水平的循环提升。Based on the connotation of the"three measures",this paper systematically analyzes its effects and problems,puts forward the optimization plan and management suggestion of the implementation of control measures,and finally realizes the cyclic improvement of the essential safety level of liquid cargo ships.
