摘　　要：在当今科技快速发展的时代,科技伦理规范治理与科研诚信建设显得尤为重要。论文阐述了科技伦理和科研诚信的发展概况、意义、现状、举措等,认为有必要营造良好的诚信科研环境,提高全社会的科技伦理意识和科研诚信水平。科技伦理规范治理与科研诚信建设是相辅相成的。一方面,科技伦理规范为科研诚信提供了道德指引和行为准则;另一方面,科研诚信又是科技伦理规范得以有效实施的重要保障。二者共同构成了一个健全的科技创新生态环境,有助于激发创新活力,促进科技活动的健康发展。In the era of rapid technological development,the governance of scientific and technological ethics norms and the construction of scientific research integrity are particularly important.This article elaborates on the development overview,significance,current situation,and measures of scientific ethics and research integrity,in order to create a good environment for honest research and improve the awareness of scientific ethics and research integrity level of the whole society.The governance of technological ethics norms and the construction of scientific research integrity are complementary.On the one hand,technological ethical norms provide moral guidance and behavioral guidelines for scientific research integrity;on the other hand,research integrity is an important guarantee for the effective implementation of scientific and technological ethical norms.The two together constitute a sound ecological environment for technological innovation,which helps to stimulate innovation vitality and promote the healthy development of scientific and technological achievements.
