摘  要:针对传统河湖“四乱”监管采用人工巡查方式监管时效性低、覆盖范围不全等问题,将卫星遥感技术、无人机航拍摄影、人工地面监测等多元监测手段与“四乱”目标监管进行深度融合,从整体到局部再到重点区域构建“天空地”协同的“四乱”目标立体监管模式,可快速、准确获取大范围水域岸线“四乱”问题等信息。选取三峡库区消落区上、中、下3段11个区县的重点河段作为示范应用对象,对研究区内2022年3—5月存在的违规建设、耕种、开挖等“四乱”行为进行监测及分析,监测结果可全面、直观地为三峡库区消落区发现和解决“四乱”问题提供决策依据和技术支撑。In response to the problems of low timeliness and incomplete coverage in traditional river supervision methods for regulating the“four disorders”,a comprehensive approach is proposed.This approach integrates multiple monitoring methods such as satellite remote sensing,drone aerial photography,and ground-based surveillance with the supervision of the“four disorders”targets.It establishes a three-dimensional supervision model that coordinates“sky,space and ground”surveillance,covering the overall,local and key areas.This model enables the rapid and accurate acquisition of information regarding“four disorders”issues along the shoreline of large water bodies.As a demonstration,key river segments in 11 districts and counties across the upper,middle,and lower sections of the Three Gorges Reservoir area are selected.This study monitors and analyzes the“four disorders”behaviors such as illegal construction,cultivation,and excavation in the study area from March 2022 to May 2022.The monitoring results can comprehensively and intuitively provide decision-making basis and technical support in identifying and resolving“four disorders”problems in the Three Gorges Reservoir area.
