摘　　要：《新莱茵报》政治纲领的两个要点的确定和贯彻,对于开创马克思主义新闻观为指导的办刊原则具有重要意义。恩格斯1884年纪念马克思和《新莱茵报》时提醒马克思主义的新闻工作者:“任何一个工人政党每当背离了这个策略纲领的时候,都因此而受到了惩罚。”这里值得注意的字眼是“策略”。《新莱茵报》能够留下丰厚的马克思主义新闻观遗产,不仅在于其是以唯物史观为指导的刊物,更重要的是,唯物史观就在新闻实践中被展开,“策略纲领”就是症候和产物。对此,马克思和恩格斯采取的策略包括:接受运动的实际起点、坚持符合无产阶级利益的德国统一方案、以全欧洲大陆为视野确定报纸纲领、克制而有立场的新闻报道。This article focuses on the determination and implementation of the two key points of political program of Neue Rheinische Zeitung.In 1884,Engels reminded Marxist journalists in commemoration of Marx and Neue Rheinische Zeitung that"whenever,since this period,a workers'party has deviated from it,the deviation has met its punishment",in which"tactical"is the noteworthy word.Neue Rheinische Zeitung can leave a rich legacy of Marxist journalism,not only because it is guided by historical materialism,but more importantly,historical materialism is developed in news practice,and"tactical programme"is the symptom and product.This article points out the strategies adopted by Marx and Engels include:accepting the actual starting point of the movement,adhering to the unification plan of German in line with the interests of the proletariat,determining the newspaper program from a continental perspective,and conducting restrained and opinionated news reporting.
