大学二级学院的权力结构及其配置路径——基于资源的教育依附性的视角

摘　　要：资源是大学二级学院权力结构和权力配置的逻辑起点,大学的资源除了具有自身的专属特性外,还蕴含着一定的教育性,不同资源的教育依附性各不相同。大学二级学院的权力结构是以政治权力为轴心,学术权力和行政权力相互平行、运行方向相反、权力强度反向加强的双螺旋结构。从权力的纵向配置和横向配置的维度,本文提出,大学与二级学院的权力配置应该遵循战略合作与协议授权原则,二级学院内部的权力配置应该是以学术性权力为核心的一系列同心圆决策模式。Resources are the logical starting point of the power structure and power allocation of the colleges of universities.In addition to its own exclusive characteristics,the resources of a university also contain certain quality of education.Different resources have different educational dependencies.This paper proposes that the power structure of the colleges of a university is a double helix structure with political power as the axis,academic power and administrative power parallel to each other,operating in opposite directions,and power strength strengthened in reverse.From the vertical and horizontal dimensions of power allocation,it is proposed that the power allocation of universities and colleges should follow the principles of strategic cooperation and agreement authorization,and the internal power allocation of colleges should be a series of concentric decision models with academic power as the core.
