长株潭城市群科技创新效率研究  

Research on Efficiency of Science and Technology Innovation in Chang-Zhu-Tan Urban Agglomeration

摘  要:基于超效率DEA、Malmquist模型和灰色关联分析方法对2011~2021年长株潭城市群科技创新效率进行测算和影响分析,并与合肥都市圈和郑州都市圈进行比较分析。得出结论:(1)长株潭城市群科技创新全要素生产率的不断提升得益于技术进步的推动,科技创新效率为三个城市群中最优;(2)规模以上工业R&D人员全时当量、新产品销售收入和R&D经费内部支出是与长株潭城市群科技创新效率灰色关联度最高的三个影响因素。基于此,建议长株潭城市群从人才优先发展、深化企业创新主体作用、加速金融发展和加大财政投入方面共同发力提高科技创新效率。Based on the super efficiency DEA,Malmquist model and grey correlation analysis method,the scientific and technological innovation efficiency of Chang-Zhu-Tan Urban Agglomeration(CZT-UA)from 2011 to 2021 was calculated and analyzed,and compared with Hefei metropolitan area and Zhengzhou metropolitan area.The results show that:(1)the continuous improvement of total factor productivity of scientific and technological innovation in the CZT-UA is due to the promotion of technological progress,and the efficiency of scientific and technological innovation is the best among the three urban agglomerations;(2)the full-time equivalent of industrial R&D personnel,sales revenue of new products,and internal R&D expenditure are the three factors with the highest grey correlation degree with the technological innovation efficiency of CZT-UA.Based on this,it is suggested that the CZT-UA should make joint efforts to improve the efficiency of scientific and technological innovation from the aspects of giving priority to the development of talents,deepening the main role of enterprises in innovation,and accelerating financial development and increasing financial investment.
